# Community guidelines

## What these guidelines do

These guidelines say what isn't allowed on Fluxer and how we respond to violations. They're part of our [terms of service](https://canary.fluxer.com/terms.md) and apply everywhere on Fluxer, including direct messages, communities, calls, profiles, usernames, statuses and custom emoji.

Communities can set stricter rules of their own, but they can't permit what these guidelines prohibit. We always consider context, including the purpose, audience, severity, pattern and likely harm of the material, and whether it reads as promotion or as reporting, education, support, satire or condemnation.

## The basic rule

Treat people with dignity.

Behind every username is a real person. Disagreement, criticism, difficult discussion and unpopular opinions are allowed. Harassment, exploitation, attacks on people for who they are and deception that causes harm aren't allowed.

## 1. Harassment, threats and privacy

Don't threaten, bully, sexually harass, stalk or repeatedly target a person or a group of people. That includes each of the following kinds of behavior.

- continuing unwanted contact after being asked to stop, blocked or removed
- following someone between communities or channels to keep an unwanted interaction going, for example by joining wherever they go
- organizing or joining a pile-on or coordinated attack
- encouraging or directing other people to harass or harm someone, whether the harassment or harm happens on Fluxer or anywhere else

Do not reveal or threaten to reveal someone's personal information without their explicit consent. That includes their real name, home address, workplace, phone number, email address, financial information, government-issued ID or anything else that could be used to locate, contact or identify them against their will. Combining technically public information to target a person can still be doxxing.

Don't capture or share intimate material without the explicit consent of the person shown, including voyeuristic recordings, manipulated media and realistic synthetic imagery, and don't threaten to publish it to blackmail, punish or intimidate.

Don't record calls where the law requires consent, invasively monitor someone's use of Fluxer or get around privacy settings, blocks or safety features. Don't share screenshots, recordings or other material from a private conversation without consent where that is likely to cause harm or is done to harass someone.

We weigh repetition, duration, severity, power differences, the target's stated boundaries and the effect on their ability to use Fluxer safely. An honest misunderstanding that stops once corrected isn't treated as deliberate.

## 2. Hate and discrimination

Don't dehumanize, demean, exclude or incite hatred or violence against people because of who they are. Protected characteristics include the following.

- race, ethnicity, color, nationality, national origin and ancestry
- immigration or citizenship status
- caste
- religion or a lack of religion
- sex, gender, gender identity or gender expression
- sexual orientation
- sex characteristics, including intersex status
- disability, health condition and neurodivergence
- physical appearance, including body size
- socioeconomic or housing status
- veteran or military status
- age or generational status
- pregnancy and parental status

Comparable targeting based on someone's identity can also fall under this rule.

The most serious violations are calls for violence, killing or physical harm against a protected group, and calls for discriminatory exclusion, segregation or denial of fundamental rights. Treating a group as subhuman by comparing its members to animals, insects, disease, filth or objects is just as serious a violation.

So is denying or celebrating the Holocaust, other genocides or other well-documented atrocities against a protected group. We remove all of this content at once, and these violations normally lead to account suspension or termination.

We also don't allow any of the following.

- claims that a group is inherently inferior or lesser
- hateful stereotypes presented as inherent traits
- contempt or disgust toward a group as a whole
- slurs and derogatory terms
- celebratory or affirming use of imagery, memes or symbols that have historically been associated with hatred of a protected group of people

We remove this content and respond in proportion to the violation, normally with a warning for a first violation and stronger action for any repeat violations.

A community may limit membership by a protected characteristic where the community's purpose needs it, for example a women's support group.

Fluxer is and will remain a safe and affirming place for LGBTQ+ people. Don't deliberately and repeatedly misgender someone once you know, or could easily find out, what their name and pronouns are. Don't use someone's deadname to harass or demean them or to invalidate their identity, and don't out someone's sexual orientation, gender identity or intersex status without their explicit consent.

Don't promote conversion therapy or explain how to perform it, however it is framed. Don't sexualize or fetishize LGBTQ+ people in a degrading or objectifying way, or treat their identities as inherently sexual, deviant or predatory.

Do not deny someone's identity or its validity to demean them or argue for discrimination, such as calling being transgender a mental illness, delusion or something to be cured. Honest mistakes fixed in good faith are not violations.

Good-faith discussion of gender-affirming healthcare, policy, medical evidence, personal experience and detransition is allowed, including critical views. Medical information that matches the consensus of major medical organizations, peer support, resources and advocacy for access to care are all welcome.

The line is crossed when medical or scientific framing becomes a pretext for harassing people, degrading them for their identity or promoting conversion practices. It's also crossed when someone deliberately misrepresents established medical consensus to deny someone's identity or discourage evidence-based care.

Reclaimed language used by members of the relevant group, about themselves or within their own community, is generally allowed and assessed in context. Academic, educational, journalistic and documentary treatment of hate and atrocity is allowed when it informs, analyzes or condemns without promoting hatred.

Counter-speech is protected, including when it quotes hateful material in order to condemn it. Genuine satire may be allowed when it critiques prejudice, power or ideologies and doesn't target the people who are harmed by them.

## 3. Violence, extremism and self-harm

Don't threaten or encourage violence, give actionable instructions to harm people, glorify real violence or share real graphic depictions of violence, gore, mutilation or animal cruelty. Media shown as real counts as real, however it was made or edited.

Non-graphic journalistic, documentary, educational and historical treatment of difficult subjects is allowed when it is appropriately framed and comes with clear content warnings, and when it does not glorify or encourage the violence that it discusses. It must also be age-restricted wherever it is likely to be distressing.

Fictional and artistic depictions of violence, such as drawings, animation, games and horror, are allowed in age-restricted communities or channels with clear content warnings, as long as they aren't presented as real, don't glorify real violence or target a real person, and aren't so extreme that shock is their only purpose.

Don't recruit for, support, praise, instruct, fund or coordinate terrorism or violent extremism, or share its propaganda, manifestos or instructional material. Legitimate reporting, research, historical analysis, counter-extremism work and artistic expression are allowed when they don't themselves promote or facilitate violence.

When we receive a valid removal order under Regulation (EU) 2021/784, the EU rules on terrorist content online, we remove or disable access to the content it identifies within one hour. Where the law requires it, we report the content to law enforcement, and where that's necessary to protect people from serious harm, we may also do so. Our privacy policy says [how long we keep the content and the related data](https://canary.fluxer.com/privacy.md).

Don't encourage, glorify or gamify suicide, self-harm or eating disorders, or give instructions or methods for them. Don't pressure or challenge other people to harm themselves, and don't share any graphic depictions of self-harm.

Supportive conversation about mental health is welcome, including personal experience, emotional support, recovery and coping, and pointers to professional help. Nobody is punished just for saying that they're struggling.

When content suggests someone may be at imminent risk, our priority is connecting them with support. That can mean linking crisis resources, adding content warnings and, in urgent cases, taking steps to help keep the person safe.

If someone appears to be in immediate danger, contact your local emergency services first and then [report it to us](https://canary.fluxer.com/guidelines.md). We respond to safety reports as fast as we can, but Fluxer isn't a substitute for professional care or emergency services.

[Befrienders Worldwide](https://befrienders.org) lists support services around the world. In Sweden, you can call Mind on 90101 and BRIS, for children and young people, on 116 111.

In the United States, call or text 988. In the United Kingdom and Ireland, you can call [Samaritans](https://www.samaritans.org) on 116 123, and many EU countries offer emotional support on the same number. For support by text message, text HOME to 741741 in the US, SHOUT to 85258 in the UK, CONNECT to 686868 in Canada or HELLO to 50808 in Ireland.

## 4. Sexual content and protection of minors

Child sexual exploitation is prohibited without exception, and these are among the most strictly enforced rules on Fluxer. Don't create, request, possess, share, promote or facilitate child sexual abuse material or any sexual or sexually suggestive material involving a real minor, in any medium, including realistic synthetic or manipulated imagery that can't be told apart from photographs of real children.

Sexual or sexually suggestive depictions of fictional characters who are explicitly described as minors, or unambiguously depicted as prepubescent, are prohibited everywhere, including drawn, animated, written and AI-generated content.

We assess the whole context, including stated age, narrative framing, visual presentation and setting. This rule doesn't apply to material that doesn't sexualize a minor, such as non-sexual coming-of-age stories, accounts by survivors, educational materials and serious artistic or literary treatment of difficult subjects.

Don't groom a minor or facilitate grooming, whether or not explicit content is ever involved. Grooming includes each of the following behaviors.

- building inappropriate emotional or sexualized intimacy with a minor
- isolating a minor from trusted adults or support
- gradually introducing sexual topics or material
- seeking personal details, images or private contact in a sexual context
- offering money, gifts or special treatment for personal details or intimacy

Users under 18 must not engage with, share or take part in sexual or sexually suggestive content anywhere on Fluxer, even in age-restricted spaces. Consensual adult sexual content is allowed only in communities or channels clearly marked as age-restricted (18+), and community owners are responsible for the right age restrictions.

Adults may exchange consensual explicit content in direct messages, which don't need the 18+ marking that communities and channels need. The rules above on minors still apply, and once it's clear that either person is a minor, any further explicit content between them is a violation. Sending explicit content to someone who hasn't agreed to receive it, or has withdrawn consent, is sexual harassment under [section 1](https://canary.fluxer.com/guidelines.md).

Don't facilitate sexual exploitation, trafficking or coercion, or any sexual interaction intended to exploit a minor. Child sexual exploitation leads to immediate and permanent account termination. Where the law requires it, and also where it's needed to protect people from serious harm, we report sexual exploitation to law enforcement.

When a person on our team confirms that reported material shows the sexual abuse of a real child, we [report it to NCMEC](https://canary.fluxer.com/privacy.md), a nonprofit in the United States.

## 5. Illegal and dangerous activity

Don't use Fluxer to commit or facilitate fraud, phishing, scams, distributing malware, unauthorized access, cyberattacks, money laundering, terrorist financing, trafficking, trade in illegal goods or substances, sanctions evasion or other illegal activity.

Do not use intellectual property that belongs to someone else without their permission in cases where the way you use it is systematic or clearly abusive.

Discussion, news reporting, safety research, education and harm reduction aren't prohibited just because the subject is unlawful or dangerous. The test is whether the content meaningfully enables, coordinates or promotes the activity.

Where the law requires it, we cooperate with law enforcement authorities, and where it's necessary to protect people from serious harm, we may do so.

## 6. Spam and service abuse

Don't send spam or bulk unsolicited messages, create fake or deceptive accounts, misleadingly impersonate people or organizations, artificially inflate member counts or other numbers shown on Fluxer, or buy or sell accounts or communities. Clearly labeled parody and roleplay are allowed when not used to deceive or harm.

Don't abuse Fluxer as unlimited file storage or as a command-and-control channel for harmful systems, scrape or harvest data in bulk, get around limits or safety and moderation systems, or use the service as a load-testing target.

Don't overload the service in ways that degrade it for others, deliberately interfere with it or automate activity in ways that disrupt normal use. Automation is allowed only where Fluxer permits it and it follows the law and these rules. These rules aren't aimed at good-faith use of Fluxer to talk and to take part in communities.

Deliberately abusing payments can lead to enforcement action, and section 4.4 of our terms of service says [how payment disputes are treated](https://canary.fluxer.com/terms.md).

## 7. Harmful deception and manipulated media

Don't deliberately spread a claim that is demonstrably false and that is likely to cause serious and concrete harm in any one of the following ways.

- endangering public health or safety
- interfering with democratic processes or civic participation
- causing direct physical harm to people or communities
- damaging critical infrastructure or essential services

When we look at a claim, we weigh its accuracy, the evidence for it, its likely impact, the intent behind it, how it's presented and whether people are likely to act on it.

Opinions, political advocacy, satire, clearly labeled speculation, discussion of contested or evolving research and good-faith debate are all allowed on Fluxer.

This rule is about deliberate, harmful deception and doesn't police opinions or enforce one approved viewpoint. Sharing medical information about gender-affirming care that matches established [medical consensus](https://canary.fluxer.com/guidelines.md), advocating for access to it and describing personal experience of it are never treated as misinformation.

AI-generated and digitally manipulated media are allowed for creative, fictional, educational and satirical use when they follow these rules. Don't use them to deceive, defraud, harass, sexually exploit or deceptively impersonate anyone, present them as real evidence of events that never happened or evade these guidelines.

We strongly encourage you to label synthetic media that could reasonably pass for real. Unlabeled media causing harm or confusion may be treated more strictly.

## 8. Reporting

If content or behavior appears to break these guidelines or the law, report it through the in-app reporting tools or [contact our safety team](https://canary.fluxer.com/company-information.md) directly.

Include the material, where it is, the account involved and enough context to show what happened, and share only what is needed. Crop or blur unrelated personal details in screenshots and strip location data from photos before sharing.

Don't retaliate. Harassing, threatening or doxxing someone in response to their violations is itself a violation, even when they broke the rules first. Report the issue instead and let a person on our team handle it. Malicious, knowingly false or coordinated misuse of the reporting tools is also a violation of these guidelines.

We review every report in good faith. We confirm receipt and tell you what we decided about the content you reported, but we don't say what action was taken against another person's account, because that's their personal data.

We give the highest priority to reports that involve imminent danger to someone's life, child sexual exploitation or credible threats of serious violence.

If you report something, we keep your identity confidential. The statement of reasons sent to an affected user identifies the content and the rule at issue but not you, and we don't pass on your username, user ID, email address or any other detail that could identify you. There are only three exceptions to this rule.

- copyright notices, where our terms say [what the affected user is told](https://canary.fluxer.com/terms.md)
- cases where a court, regulator or binding legal process compels disclosure
- cases where you chose to identify yourself in the report

In the last two cases the safeguards in our [privacy policy](https://canary.fluxer.com/privacy.md) apply.

Trusted flaggers designated under Article 22 of the Digital Services Act can use the legal route on our [company information page](https://canary.fluxer.com/company-information.md), and their reports are prioritized.

## 9. Enforcement and appeals

Responses to a violation can include any of the following.

- a warning
- content restriction or removal
- temporary feature limits
- loss of community privileges
- temporary suspension
- permanent account termination
- restriction or removal of a community
- changes to any related paid benefits

Where the law requires it, or where it's necessary to protect people from serious harm, they can also include reporting illegal content or credible threats to law enforcement or other appropriate authorities, as our [privacy policy](https://canary.fluxer.com/privacy.md) describes.

We weigh severity, context, actual and potential harm, intent, history, the risk of repetition, effects on minors and vulnerable people, cooperation, and mitigating context such as a genuine misunderstanding or an immediate self-correction.

A less serious first violation normally starts with a warning, content removal or a temporary restriction and escalates if it repeats. Child sexual exploitation, credible threats of serious violence, severe fraud, malicious cyber abuse, terrorism and similarly egregious conduct can lead to immediate and permanent action.

A person on our team makes every decision to suspend or ban an account, remove a community or permanently delete messages, and automation never makes these decisions. Our automated spam and abuse defenses can only apply the limits described below, such as pausing an account so that it can't send messages.

Some automated checks only flag an account for a person on our team to look at. [Regional access restrictions based on IP geolocation](https://canary.fluxer.com/privacy.md) and [the age limit on explicit media](https://canary.fluxer.com/privacy.md) apply automatically, as sections 3.2 and 5 of our privacy policy describe.

When our payment provider flags a payment as likely fraudulent, new purchases on the account are blocked automatically until a person on our team has looked at the flagged payment. Our terms of service say [what else happens to a flagged payment](https://canary.fluxer.com/terms.md). For a flagged Operator Pass payment, [the Operator Pass terms](https://canary.fluxer.com/operator-pass-terms.md) apply instead, and the warning on its own never leads to action against your Fluxer account.

Our spam and abuse defenses are rules that people on our team write from real abuse they have seen. The rules act automatically when they find signs of spam, abuse or a compromised account, and they can pause messaging on an account and hide that account's profile and recent messages. The rules can also stop an account, for up to 7 days, from opening new direct messages with people who aren't its friends.

When a sudden wave of new accounts joins a community, these defenses can pause its invites for a while, and the people who run it can turn them back on.

A paused account can still use Fluxer, but it cannot send messages, react, join communities or change its profile. The app shows a notice, and if the account has an email address, we email it a short step. Completing that step lifts the pause in most cases. Anything hidden on the account comes back as soon as the pause is lifted.

A person on our team can lift a pause or any of these other limits. If you think one of them is a mistake, you can reply to that email or appeal the decision.

Our terms of service explain [the statement of reasons you get when we act and how you can appeal](https://canary.fluxer.com/terms.md), including the out-of-court route for EU users.

## 10. Younger users and community owners

Our [terms of service](https://canary.fluxer.com/terms.md) set the minimum age for using Fluxer, and our privacy policy describes [the stricter default settings that users under 18 may get](https://canary.fluxer.com/privacy.md).

Communities that are centered on dating or romantic relationships between minors, or that sexualize minors in any way, are prohibited anywhere on Fluxer.

If you're under 18, be particularly careful about sharing personal information, and never meet an online contact in person without involving a trusted adult.

If you run a community, you're responsible for the content and behavior in it, including how it's moderated. Set clear, visible rules, enforce them fairly and use the moderation roles, content controls and age restrictions that are available.

A community that repeatedly permits serious violations may be restricted or removed, and the administrators responsible may face account action too.

If you're unsure how to handle a safety issue, [report it to us](https://canary.fluxer.com/guidelines.md). If a child is in immediate danger, contact local emergency services first, then let us know.

Parents and guardians who have concerns about a young person's account can contact us in the ways that section 11 of our [privacy policy](https://canary.fluxer.com/privacy.md) describes.

## 11. Changes and contact

We may update these guidelines as Fluxer, the risks that communities face or the law change, and every update is recorded in our [changelog](https://canary.fluxer.com/changelog.md).

A change is material when it's adverse to you, meaning it prohibits or restricts what these guidelines allowed before or increases the consequences of a violation.

Material changes take effect no earlier than 30 days after we notify you by email, in the app or both, unless a faster change is needed to address a serious or emerging harm or to comply with the law. In that case we announce it at the time and explain why. Where it's genuinely unclear whether a change is adverse, we treat it as material.

Clarifications, new protections and editorial improvements to these guidelines take effect as soon as they're published, and we also announce significant ones.

When we update these guidelines alongside our [terms of service](https://canary.fluxer.com/terms.md) or [privacy policy](https://canary.fluxer.com/privacy.md), we ask you to confirm that you've reviewed them and agree. If you don't accept an update, you can stop using Fluxer and delete your account at any time.

Our terms list [the transparency reports we plan to publish](https://canary.fluxer.com/terms.md).

All the ways to contact us about support, safety, appeals and legal questions are on our [company information page](https://canary.fluxer.com/company-information.md). If you're not sure whether something breaks these guidelines, ask us before you post it. Fluxer is for everyone, regardless of who you are, who you love, how you identify, where you come from or what you believe in.
